These 5 should actually be given personalities to match their description and should actually struggle for United Planets recognition and major race status. There should also be a search to unravel the mystery of why the Lentzlandians and Terrans look so similar. Here are other 'civilizations' who I'd rather let be as minor, and why:
Snathi - These guys are squirrels who haven't progressed much since the Dreads made them, so I wouldn't see them prospering further. They're funny, but nothing more.
Dark Yor - These seem to be the result of a botched-up Iconian/Yor/Precursor project who were simply disposed of and somehow survived.
Jessuins - They're struggling for survival on their hostile homeworld, so what mark do you expect them to make in space?
Jagged Knife - They're a criminal organization, if a very powerful one, but that still doesn't mean that they could be a nation. They couldn't possibly have stuff like diplomacy, United Planets membership, cultural influence, and the like.
Pirates - These guys are simply the Jagged Knifes' space fleet. Seriously, you'll never see Pirates attacking J.K property! They aren't a nation for the above reasons.
Peacekeepers - They're just a ragtag group of robotic ships, with no other purpose in existence other than maintaining 'peace' - their idea of peace.
Fundamentalists - A group of pacifist tree-huggers who somehow overthrew their evil rulers and simply wish to exist in peace. They obviously wouldn't take part in complex major-race-only stuff.
Vegans - A group of pacifists who managed to terraform a Class 0 planet and settle on it. They wouldn't be major for the same reason as above.
I haven't seen the I-League, so I can't comment on them.
