[BUG] Regalis can snipe when stunned

I was able to reproduce this in 3 games, so now posting.

Also noteworthy is that one of the times, Unclean Beast was doing his stun/life drain thing on me. I managed to kill him with the snipe before the stun was over. I remained unable to move until someone killed me. I could still use skills and target other players though.
