Skirmish Only Connects to AIs?

This has been happening for quite some time now but with pantheon games to play it hasn't bothered me. I want to play a skirmish online, but what keeps happening is the game will look for players to no avail. I then see the loading screen, and when I get into game, all my opponets are AI.


This has happened every time I've tried to skirmish.

If there are not enough other players to match to, or you cannot connect to them, the game will eventually just fill in with AIs so you aren't waiting forever to play.

Would you say the match making system is based off of rank or skill level? I've been smacked in the face with the learning curve and was ranked near the absolute bottom of the pantheon this time around.


Is there any way you recommend to increase my ability to connect to other players?
