I never rage quit. If I'm getting hosed because I haven't played optimally, then I give the other team the courtesy of their deserved win and anyway I like the challenge of trying to turn things around (we can all remember times when that's happened). There's nothing you can do to prevent rage quitters. You can't even tell if they are rage quitting given the state of connectivity issues, so there's no point trying to enforce some kind of consquence. It won't matter to them and you won't be able to track them anyway, there are probably 25-50k users at this point and growing and the chance that you'll run into them again will diminish greatly as the playerbase gets larger. Best to just ignore them and move on with your game. No use pounding your head into the same brick wall over and over again. You'll make just as much progress complaining about the rain.
Creating a game title "No Rage Quitters" might make you feel better but I can't imagine that it's going to stop anyone from joining.
"Oh, this game is not for rage quitters, so I can't join that game".
