Have Tooltips Reflect Current State of Spell

Ok, now that I got by wording that (which I'm sure I didn't do a good job of):

I would just love if spell tooltips would reflect what effects you are under.

Such as being under Sedna's cooldown Aura or a cooldown Item. TBs Fire and Ice could update fireball and so-on.

Would just like to see an accurate cooldown time on my spells tooltip, not just when it's on cooldown
