Always 1 Person/Seriously Annoying

First off this is my 2nd thread on the issue. I have done EVERYTHING. Proxy was useless because it was the SAME people I couldn't connect too but they could connect to me using the proxy or not using it. I STILL can not connect to my buddy. If we try to join the same game he connects to me but I can not connect to him and then he ends up "timing out."

I don't know what else to do. Is this on your end or mine? I honestly cant imagine it being on mine considering the only thing left for me to do would be try a new OS or buy a new modem but both of those seem ridiculous to have to do for a game.
