Not sure if this was mentioned before, I didn't see it anywhere yet. When you get cooldown flags and items it will registar on your skill, showing the correct reduced recharge time. However, when you use the skill, when skills are red, or you go to the skill tree it shows the recharge as being the normal unmodified time.
This can make it quite hard to figure out some tactics using cooldowns if you can't properly plain out how long skills will take to cooldown.
It's just a visual bug and really it only needs to be fixed when skills are redded out. The skill trees can show the normal unmodified times because well it's showing you what you get as a base.
