can't select cit upgrades

so i start the game and i have 1.2k (i decided to get xp 1 right away for the team) and its like less then 1m into the game. and i go back to get xp 1 and I CAN"T SELECT IT!!!?!?!

why its right there i have enough money for it but it wont let me pick it. its the first time its happend too! i've had other games where i got xp1 and other upgrades too but this time it didn't let me!?!!

i left the game right then b/c it was clearly bugged.

can you please help me fix this?
