But towers scale for shit. They are almost worthless once generals hit 1500 armor or assassins get 2k.... On average, this is level 10.
Nothing but Penitence and Beast Within scales well.
Towers scale fine. At level 10 they have 2850 HP, cost only 200 mana. They hit for about 190 per shot at max rank and 1500 armor is only 37.5% mitigation; with that level of armor they're still hiting for 120 a pop and you can have eight of them active. I don't see why doing 900 damage every two seconds is an example of poor scaling.
Really towers scale brilliantly if you build rook up correctly. They cost very little mana which lets you focus on Hammer Slam and Boulders while still spamming them, and even people with extreme armor levels are going to take about 100 damage per hit, which is still 800 damage every two seconds if a full farm is active. Furthemore being able to swing a max Hammer Slam means that unlike earlier in the game, you can wipe out the minions and reinforcements that disperse tower fire, often allowing you to apply greater pressure to demigods with them than earlier in the game.
Towers do not scale well if you depend on them for as a single attack, just like fireball, spit, rain of ice, penitence, etc. are not going to scale well enough to be good without fire nova, surge of faith, ooze, and all the other secondary attacks that every other DG is expected to take.
Perhaps most people's issues with tower scaling come from the capacity to make a rook solely based around towers with Structural Transfer rather than having rank IV hammers ready by level 12. That's simply a tactical error on their part and that's what happens when you don't build a DG with the late game at mind.
