Pocket Blinds

Can anybody tell me how Pocket Blinds exactly works?
I have iPAQ 2110 from HP and would like to customize it slightly?

so it'll sort of be one-stop-shopping for PocketPC skinning.

PocketPC 2003 support is available. "

If your iPAQ 2110 runs Windows Mobile 2003, you'd probably be better off using WisBar.
