Cosmetic on B4D - Yearly report says research = 0% when looks like 100%.

I had two races still working against me and they were just barely eeking along on their income and spending. I was making about 1000 times what either of them were (one had a very negative treasury) and was spending at an even higher rate (I had well over $400,000bc in my treasury). Then the yearly report came out with the results of the survey on how I was doing on research. I can not take snapshots of anything on WIN/ME, so I tried to copy it down with pencil and paper. Here it is:

The technology gap grows.
Travelers of the galaxy are reporting that we are falling behind in technology. For instance, in the past year, we have only produced 0 percent of the research ....

Needless to say, I was shocked.
Here I was outspending my competition 1000 to 1 and I had nothing to show for it. But how was I able to produce new technology every turn? And I had at least twenty techs neither of the other races had, and they had nothing I didn't have.

Anyway, it looks like calculation for this "yearly report" (and perhaps others like it?) is unable to handle such a huge difference in production between the Terrans and the extant races.
