New feature idea for spending sliders

Would it be possible to make a spending slider for each planet? For example, if I am located one side of a gigantic galaxy, and I am in the midst of conquering the Drengin on the other, I would like to have solid military produciton in the worls that I take. One the other hand, all of my planets on the other will spit out constructors every month. I still want those worlds to produce some untis, but I don't want to deal with 30 every turn.
I thought that a fairly easy (?) way to implement this would be to make the Global Spending Sliders (on the Domestic:Economics screen) like a governor for spending allocations. Unless they are altered on the Planet:Details page, each planet will use the main allocations. If you want to, you can alter individual planets' spending. Or you could even go one step further and add spending Governors, or a 'Chairman', like the build Governors.
