Could you explain what you state in your second paragraph? If what you say is true, what's the point of the spending slider? Why not just have a produce/don't produce button? Also, when you say "they either all produce, or they all don't," is that a separate determination for each of the military, social, and research components? If not, what's the point of the MSR sliders.
The manual is very unclear, in my opinion. It states, for example, that "The spend rate is what percentage of your manufacturing and technological ability you are using." To me, that indicates that if you set it at 100%, you are using all of your manufacturing and research ability, but if you set it at a lesser percent, you are only using part of it. That seems odd and also contrary to what you've explained.
(Also, is there any sort of display that tells you how much spending is required to satisfy your planets' needs for military, social, and research spending?)
In general, I am very confused about how the MSR and spending sliders control or affect production, research and spending. If anyone could provide (or point me to) a detailed overview of their functions, I would be most appreciative.
