Is this supposed to happen when you run your empire out of money?

I did a test of what would happen when I ran my empire out of money. It did some very strange things and I am hoping someone can explain them.

First off, my treasury was allowed to go to around -500 before it said anything. After that, it said that all research and production stopped until I get out of debt. That made sense but I kept losing money anyway because of leases that I gave myself.

What happened a few turns later was that my race had a revolution and some of the planets joined a terran confederation. But this did nothing bad to me! I lost no planets and my debt went from -700 to a postive 10,000 in one turn! I don't get this. Can someone explain if a revolution in your own race should do this?

The game does indicate if you're deficit spending. Your treasury total will be in yellow if you're losing money. Plus the totals on the economic screen and what not.

But the revolution event appears to be a bug.

Whoops! I drove my bank into the ground too but I did pick up on the fact and adjusted by spend rate to deal with it (don't they understand, it's just play money? - no, you heathen! you've overspent your allowance - @#$@$ well OK - I'll adjust} But HEY, the positive 10 grand looks good! But I agree with FFAristocrat - probably a bug. :(
