What are the terms of a cultural victory?

I had 91% of a cultural victory for well over a year, and I still didn't win. The ? icon next to the victory says over %90. I got a notice that if I maintained my level for a year I would win... what the heck?

You need to dominate 7/8 of the sectors culturally.

e.g. 5 x 5 = 25 * 7/8 = 21.875.
I think you would need 22 out of 25 to win on that one.

Hmm, thanks, that should be more clear on the options screen where you can view the victory conditions. They are deceiving to say over 90% when that isn't accurate.

In what way is it not accurate? Is 92% not over 90%? ;)

Seriously though, when going for a Cultural victory you should take the victory condition listing with a grain of salt. Don't stop adding cultural modules to your starbases or cultural buildings to your planets just because it says you'll win in a year. The AI doesn't sit back and succumb to the inevitable, it will fight back with it's own cultural influence if it can, so keep at them! :)

Yea, I kept going with the cultural mods and facilities. The A.I. apparently kept up with me as well. And then a well timed recession, a senate that refused to let me take one little system :D ... etc. All in all, I appreciate the game, just frustrated trying to get that first win.

Look at it this way: When you got that notice, the other races probably recieved some similar notice (you usually do when an AI is close to a victory condition). The easiest way to stop someone's cultural influence is to increase your own, so you're going to have to improve faster to get that last 10% of the victory condition.

Which I fully expect the other races would start increasing their efforts, but my point was, I maintained over 90% for more than a year and didn't win. So in actuality, it' more like "more than 91 or 92% for a year in order to win, or at least it seems, because 91% wasn't enough.

I've had mine sit at 2 months for twenty turns. Are you at war with anyone? I was, and when I made peace with them within the next five turns I had the cultural victory.

You could work out which system has the most remaining AI influence and go drop some constructors in that sector to quickly build a cultural starbase? Probably best to also drop some ships onto the starbase when you do it, though. ;)

At one point there was an earliest year that a cultural victory could be attained. I don't know if it is still in, but know it had moved from 2200 to 2190 at one point and may have moved back.

I've personally never had a cultural victory as my games tend to end in the early to mid 2190s.
