Newbie Shipyard Question

When I build a Shipyard it gives +15 Starships.

What exactly does that mean?
Does it mean all Ships I build at this planer will cost 15% less resources to build?

It means that they will have +15% ship quality.

What actually is "Ship Quality"?
Is it 15% extra hit points?
