United Planets suggestion.

Alpha Centauri had a neat feature inside of its "United Council" or whatever they called it in this game. When the time came to vote on issues you could talk to each Civ leader individually and try to "persuade" him/her to vote the way you wanted. Whether that meant through trade, threats, bribery etc ect it was a nice feature.

Right now the UP feature is pretty poorly implemented IMO. From the randomness of the proposed issues, the fact that you can't propose any issues, to the guesswork of how each Civ will react. I love the game, but I'm sure I am not the only one who would like to see some improvement on this feature.

I'd like to at least be able to bring forth proposals. It seems the random proposals always seem to benefit my biggest competitor. The alpha centauri idea would be pretty cool too.

I agree with that!

That was actually one of the better ideas in MoO3, being able to propose something before the council.

And second (I think this has already been mentioned here): When you leave the UP Council the laws should no longer apply to you (I don't know what's the actual status is of that so excuse if this has already been adressed).

I dont know if this is in the game, because I dont have the game yet (being shipped,will have by wensday) but if the ability to complain to a civ about it declaring war on another civ isnt in, I think it should be. It hasnt been an option in other 4x games, so im just assuming its not an option here yet. If the civ refuses, I think we should be able to bring the issue up to the united planets. I think the united planets should be a big focus point for the game, so we should be able to do as many things as possible in it. Multilateral negotiations and such.

No, think about this. If you want to "pursaude them" you CAN do this in the game already. You purchase their influence at any time in the diplomatic screen. You just can't go do it all at once before the UFP vote.

you know, that does make sense... you have to plan ahead this way... but i would still like to see more political realism. (and i know this isn't the right forum, but i'd also like to have a diplo screen w/o bugs... lol)

I would like the UPC to meet on important events, for example, when a race declares a war, so the other races could vote for example on trade embargos against the agressors, or combined help for the attacked.

Purchasing influence IS persuasion. Influence = votes. You buy their influence, you buy their votes. The only difference between this method and the SMAC method is that this method doesn't maintain the pretense that the other party is actually voting of it's own free will.

Not really, since you now get a proper warning dialog the turn before the UP meets. That allows you to make all the influence purchases you need right before the vote (and you know how much you need to buy, since the UP tab of the foreign policy gives you the current voting power breakdown).

Instead of remodeling the whole thing, add more events. Makes it more interesting I think.

(Btw, I don't like the Library, wouldn't it make more sense to add these things through SDC?)

What bothers me about the UP is the vote choices are non stacking.

Take for instance a vote to tax war (making up these numbers)

A 2%
B 3%
C 4%
D none.

Now lets say A, B and C each get 10 votes and D gets 15.
The Resolution would fail...no tax on war.

yet 30 votes were in favor of a tax...its only the amount of the tax they didn't agree on. You can be assured that if 2:1 voters favored the tax, the tax would get passed, it would just take extra negotiation to set the level.

There are two possible solutions for this sort of event.

First, have the vote be 2 tiered...vote for or against a tax, and if for have a seperate vote to set amount.

Or have the vote count all of the different flavors of of "For" together for purposes of comparing "against" and if "For" wins, take whichever had the most votes.

Problem with the `planning ahead' thing is that you don't know if you care enough about the vote ahead.

Maybe it's just me, but some stuff it doesn't matter to me how the vote goes, so the influence I gained is wasted on my vote.

I would like an abstain option for voting. Maybe to hold onto the extra influence, etc.

Yes I was about to say about what E-trigger said. The problem with purchasing influence votes is that you have no idea what they will be used to vote on in the next event. At the very least there should be some kind of advanced notice as to what the next issue is to be voted on so I can decide if its worth to spend my money and tech for influence points.

There are some very big votes on UP, like the one that makes everybody share ALL thier tech. If I was ahead on tech this vote could change my entire situation in the game. However some votes like how fast transports move etc just don't seem as important so therefore I wouldn't want to waste the influence points I bought on it.

There are 3 ways I could see to ammend this.

1) The persuade option I posted above.

2) Bought/Traded influence points are kept in a "bank" and you can decide when to bring them into play when you would like to.

3) The month before the UP meets the issue is stated. The game DOES let you know the UP is meeting, stating why would only be a small but helpful addition.

It would be nice to see players be able to bring resolutions to the up, instead of having them be random. Of course, this would mean the AI would have to be able to do so inteligently also. Or, maybe there could be a mix of player-generated proposals as well as random ones.

Being able to buy votes as they were being cast in smac really trivialized the voting process imo.

Also, I agree that often a vote where 3 choices are a percentage or numeric value and one choice is 0 are skewed. It would make more sense to have a yes or no choice on a specific number.

I like the advance notice on what will be voted on also.

I would agree with being able to propose certain UP votes also, say once yearly or something like that to keep them limited.

Also could be some based on tech levels, some based on government type (ie Star Democracy) and government party in control (ie Pacifists shouldn't be able to bring up something to increase military related stats)
