Star distribution a bit off?

Playing a 5x5 galaxy with habitable planet probability set to common: in one game my 3x3 "home space" had nothing in it except a class 14 Betelgeuse II - I had to play almost an entire game (8 hours) with just the two planets in my home system.

I couldn't explore and expand my borders quickly enough to get any other systems.

An AI immediately below me had 5 (five!) systems in his "home space"

Maybe not a bug but fine tuning possibly?

PS: It was quite an intersting game and defending my borders was easy
