Wasted Resources? What means that?

Hello guys, I was just wondering what was the wasted resources problems people seem to be complaining about. I see it everywhere and yet I don't know exactly what it is that they mean. Help me out. Thanks!

They're referring to when you set a planet build queue to empty (either military or social). The planet's production basically goes into the bit bucket.

Not just the planet's production--that'd make sense. Rather, it's the money that you would spend on the planet's production that goes in the bitbucket. In essence, the planet stays on 100% retainer just as if it were producing something, and that's pretty nasty.
