Do ships repair faster if on a starbase or in orbit?

on a starbase, not that I'm aware of, in orbit, yes, I've heard that, though I haven't confirmed it.

Consensus seems to be that ships repair faster in orbit. I dunno about SBs without repair modules. Look in this thread:
