Small AI issue

The Altarians (sp?) , whom I have warm relations with, have surrounded one of my space stations with ~30 constructors. They just sit there.

That is normal at the lower AI intelligence level, even if there is no resource.

It was on normal difficulty... why would it be normal for any AI level to do this?

In any case, the AI has been pretty good so far. Im playing on gigantic maps and have yet to win at normal diff. I just can't seem to match the AI expansion.
