How do I create Terror Stars?

I'm just about to finish a game "Beyond Human," and suddenly realized I missed Terror Stars altogether!??

What do I need to do to create one of these puppies?

Hah, had the same problem as I expected them to be like in the OS/2 version. Terror stars are developed from starbases, build a starbase, send more constructors to develop the various terror star components, et voila your own little doomsday device. Have fun

Also make sure the UP didn't vote against using Terror Stars, or else you can't build them (or use any pre-existing ones).
