Is there any way to affect what laws are comin up in the UP?

I've heard that good and evil get different techs (i.e. if you turn evil you have access to different tech choices than if you had gone good)...examples please?

What, exactly, does the creativity trait do? What is an example of something usually unavailable that my creativity would get me?
