social projects that increase 'starships'

the information on these buildings state that they'll increase the strength of starships built. it doesn't seem to affect hit points... so what does this affect? attack/defense rating?

but if you haven't got the latest/greatest build, sometimes it loses the planetary improvement bonuses when reloading a game.
