[Performance Issue] Massive drop in FPS on Skirmish and Character Selection Screen

There is a massive drop in FPS to between 8-12FPS on the main skirmish page and 4-10FPS on the character selection screen. In game, I never get below 35 FPS. This issue was present in 1A, but not as pronounced, as the slow down was to 15-20FPS. I have attached my Dxdiag and a screen shot. It appears the GPU utilization is between 4-8% in game it is usually at 80-95%. Hope that helps.
