Not sure if I misunderstood the latest postings from Stardock, but I'm still finding I have to wait 10-15 minutes per game on skirmishes/tourneys to get a matchup. Is this similar for everyone else?

Depends ! Sometimes I get a match quite quick, sometimes it takes about 5-10 minutes. I guess it depends on the time most people are online, which is likely in the evening hours. Since the game is official only available in the US so far and maybe you come from another part of the world and got it by download (as me from germany), you have to wait when people come online from the Us.
Guess it gets better with retail staert in europe on the 14th may !
From what I understand of the latest blog post is that these times and connection problems will be significantly decreased with Monday's update and others next week.
