Impulse will not connect and I cannot register my copy

Everytime I try to connect to Impulse I get this message:

"Server not responding, please check your interent connections".

I have turned off all my firewalls and other "security" softwares and Impulse will still not connect. My internet connection is (quite obviously) working fine. Is there another way to register my copy WITHOUT going through Impulse?
