Low Sim speed on a Fast machine

What would cause low sim speed on a fast machine? My friend's specs are Amd 64 X2 6400+ 3.2G, 3g of ddr2, and a ati 3870 X2. With his machine he runs between 0-2 sim in multiplayer games and 8 in singleplayer games.  I have a inferior machine but i always have a higher sim speed than him.  We both use vista 32 and we are roommates so we share the same internet. also his graphic settings are at minimum settings.  Any ideas as to how we can up his sim speed?

The CPU, which is by far the most important value in determining SIM speed, is not as fast as you seem to think. Assuming stock clock, an e8400 3.0ghz, which is not even remotely cutting edge si already something like 40% faster (passmark). There might also be some favorization towards intel when it comes to the programming as well since Intel CPU have a much larger market share. All in all, I'm not that surprised seeing those numbers in a 3v3 or especially a 4v4. Singleplayer runs much smoother for me than multi as well, though 2-8 seems like a large gap.

Well i have a 2.8g and i can run multiplayer at 5-6 so thats not the problem and intell can go suck my nuts
