hmmm... so your setup is a westell modem with port forwarding AND a router with port forwarding? Ugh. If that's the case, can you change your setup for a moment, remove your router from the mix, and connect directly to your modem.
I found this http://www.voip.com/help/Residential/Installation/Networking/westell_port_fwd.aspx and it seems to contain some basic info (including the ip that modem can typically be found on 192.168.1.1). The problem may be that your router has the exact same IP, so you can't properly forward.
You'll want to have a static IP setup if you have not done so already. That might be your entire problem (I don't know, but you didn't mention static ip... more info at www.portfoward.com). If you already have that configured, then go change your network config as described and see if you can log into your modem and what settings are there. I'm not entirely sure what your options will be though... if both your router and your modem as accessible via the same IP... hmm.
Do you have the option to only connect through the westell (I'm not familiar with it... does it have ethernet ports... wireless, etc)... just not sure what your network looks like.
