For builds, how does 'Save Points' work?

I've seen references to not spending skill when leveling and just wait to next level. Whats the benifiet of that?

Certain skills only unlock once you reach a specific level. In cases where two or more skills open up at, lets says level 10, then it is possible to save the level 9 skill point if you believe that taking the two skills that unlock at level 10 is better then taking a different skill at level 9.
