Probably because Gamestop applies a force similar to a black hole.

Personally, although I have GalCiv 2 installed already, I have no idea if I would be able to re-download it from them if it became necessary. :P

You should be able to migrate it to steam.

 

Don't worry about their "DRM", it is barely noticeable and still allows offline play without launching steam.
