[Modding][Question/Request] "Abstention" option for U.P. meetings

Is there a way to add an "Abstention" option (no votes) for the propositions during U.P. meetings?

A faction can only defy a resolution, but that seems to make the race immediately leave the UP altogether.

I believe there are only a few options that can be chose for a resolution. Such as "Pick race" and "Yes/No".

What you request is more of a general feature.
