United Planets Concept.

I know parlimentary law, and I think the united planets concept is a cool idea, and I think the development team did a wonderful job implimenting it. But, it is far from realistic and has room for improvement.

Abstension.
Firstly, why can't I abstain from an issue I don't want to vote on?

Movements.
Why can't I make a movement to the United Planets? Who does make movements? It seems like the person chairing the meeting does...but chairs/presidents can't make movements. You could have a list of proposals you could make at each (annual?) convention. Those movements would have to recieve a second (ie: someone else that wants to consider them--someone else who would actually vote YES on) then the propsal would go up for a vote.

Secret Voting.
I wonder why I can see the votes of the other delegates? In almost any organization, votes on these sorts of issues would be done by secret ballot. Why? Because if you think a powerful organization might get mad if you vote how you really feel, it will influence how you vote. Secret ballot is to assure that the delegates vote is how he truely feels.

weighted vote.
The weighted vote favors the strongest organizations in the united planets. This is fine, as they have more people, and thus deserve more representation. However, an organization that had over 50% of the vote, could propose and strong arm anything he wanted through... this goes back to seconding...(if you are the only one that wants to consider the issue, it doesnt get considered...)

Look at it another way. The UP issues are the only important things that come up. All other UP stuff is just administrative trivia. Seems realistic that such an organisation would devote most of its time to trivia (to keep the bearueacrats busy) with only a few important items coming up. Maybe your empire put up some of those resolutions? :) ;)

In your "Movements" section, you sort of asked if the meetings were annual. They're not. The United Planets assembles every four years. It plainly says so in your instruction booklet, though it also says you can vote for it to assemble sooner, a situation I have never come across.

Someone in another post (I can't remember who or where) suggested that you should be able to work with an ally so that you coordinate your votes. That is, if he is going to vote in my favor for a good event, then I should know this in advance so that I don't mistakenly vote for him (trying to be a good friend & ally) and then as a result neither one of us gets it because we split our votes.
