Go to the Trade screen with the Korath Clan.
Put, per example, "Open Borders" and "Planetology" in the "You Give" column.
Put "Declare War on Krynn" in the "You Get" column.
The text "We must refuse. That civilization is too powerful for us." is displayed.



Remove "Declare War on Krynn" from the "You Get" column.
The text "We accept your offer, alien." is displayed.



Now, put "Harpoons" in the "You Get" column.
Then bug, the text "We must refuse. That civilization is too powerful for us." is displayed.
It has nothing to do with it.
