What determines the appearance of the homeworlds of foreign civilizations on the strategic map when the improvement "Eyes of the Universe" (Locates homeworld of all Hyperdrive capable civilizations) is built?

An already researched technology? If yes which one.

Not all homeworlds appear in the same turn.
Is it buggy?

Definitively a bug.
If you make a save and reload the save file the homeworlds are revealed.

Pass the turn to build the "Eyes of the Universe" improvement.

The homeworlds of certain civilizations are not revealed.
