Why are the Torians still in the game?

After the 2nd Torian - Terran war, the Torians were apparently left with too many improvements and too many military vessels for their economy to handle. At the End of the war, their treasury was -5200 bc. Several years later, it is now -21,000 bc. Shouldn't their planets start becoming independent or something somewhere along the line?

The AI can build up quite a bit of debt, but while their debt is over -500 BC, they aren't building anything. Did you bankrupt them for a peace settlement?

At some point, you may see a rebellion -- but in my experience this is rare.

Well, I was going to, but apparently they were depending far too heavily on Trade with me and with others. When we went to war, they lost all their trade income with me, and I shot down all their freighters, and captured a couple of worlds, so any trade routes at those worlds were gone. By the time I got around to asking for peace, they were already -5000 bc in the hole, so I couldn't get much money out of them.
