Check to see how the morale level of the planet is doing, sometimes when the morale level is low this happens.

I have seen that too, but only on recently taken planets -- I think it is a carry-over from the AI's economic woes

well they don't have an unhappy face, maybe i'm taxing too high. How else can i improve the morale?

When your planets say "No Resources", it means you've either dropped below -500BC in your treasury or you've set spending too low. This happens a lot in the beginning of the game as you try to build your economy. You need to keep an eye on your treasury and adjust your tax/spending sliders appropriately.

I agree with Max, many times when you take over a planet, by conquer or by them switching boats this problem happens.

Sorry, my last post was a generic answer.

I'd have to also agree with Maxtipherous. Things sometimes look a little weird right after they happen. If none of the other systems are experiencing the "No Resources", it must be a carry over from the AIs problems. It should readjust the next turn. I've had the same thing with morale (red frown). When I take over a system, the same turn it still shows up as unhappy, but the next turn it will reset to a proper morale.

I've never seen single systems have a "No Resources" message. The only way (as far as I know) to have a legitimate "No Resources" is for all of your systems to have it (see my generic answer above.)

Actually, you can have it on only one or a few systems, if your spending sliders are set low but not 0. This is especially possible early on in the game, when you don't have a lot of production-enhancing capabilities.

For example, if your 10% social spending works out to 8bc , and you have 10 planets, then you will most likely have one planet (your highest-PQ system) getting 2bc, six planets getting 1bc, and three planets getting "No Resources."

yeah i think u hit the nail on the head there. I think i wasn't using enough funds. Now i have the trouble of losing popularity as planets get overcrowded and having to adjust my taxing accordingly otherwise i end up making 3 bc a turn with an approval of 1% oh dear.

I have also found that social projects affects moral and thus what is mentioned in the privious posts.
