Minor Civs expanding to far

I see that with the latest update that minor civs now will expand beyond their home system. I think this can totally ruin the balance of play (Has this been discussed already?). The last couple of games I observed a minor civ colonize a planet 2 sectors from its home system. The planet had a PQ of 15. Once the minor civ colonized it it jumped up to 20!!! Do minor civs get random events? I think that Minor civs have become to powerfull. They have the ability to see all the habitable star systems and can churn out colony ships, and they get some PQ bonus?
I am not complaining so much that thety take my potential planets because they usually wind up taking the planets away from the computer player. I mean come on half of the six computer players have only 3 star systems/planets while the 3 or 4 minor civs have 4 or more. It destroys the balance of power.

I noticed that too, I even went so far as to make a scenario for AP and turned off the option for aggresive minor colonizing but they still spread out past their home system and hoard the planets before I can get to them. I really wish minor races were still minor like the good old days.

Since 1.13, minors only colonize in sectors adjacent to one they have a planet in. If you play with abundant habitables and medium clusters, chances are they will colonize quite far from their starting location. If you play with rare habitables and tight clusters, they may get stuck with one planet, or they may get a whole cluster to themselves, making each game very different.

I usually play on huge maps so minor civs can take over several systems. I am not sure but I do not think they play along the same rules as the major races. the biggest problem I see is that it upsets the balance of power amongst the major races by eliminating habitable planets. Does anyone know if this is going to be changed?

The balance of power is affected a lot more by the yellow star's distribution than by the minor's colonization. Even if you remove the minors, some games will have a runaway major, some games will have a runaway human, and some games will be fairly even.
