Just wondering, can minor civilizations build transports and invade star systems?

Yes, but they won't invaded, Most civ's build colony & transport ships as they are cheap way of stopping invasion (for a little while at least) and because they are well AI's

they will how ever hit your fleet hard if they can, but mostly a minor problem to over come :)

So chop them first
