Problem with map editor, missing DLL

I just installed (re-installed) Altarian Prophecy over Galciv v1.20. The game itself works fine, but I can't start the map editor because there's a missing file, d3d9.dll. How can I get this file?

Have you DirectX 9 on your computer?

Install the latest version of DirectX 9.0b from microsoft's website.

OK. I have DX 8.1 on my system; I _used_ to have DX 9 last summer but removed it because it was causing conflicts with other programs (for example, MSN Messenger was slowing down greatly and taking all other Internet programs with it when DX 9 was installed). After that experience I was so soured on DX 9 that I really didn't want to install it again, but if that's what it's going to need to run the map editor, well then.

You may find the performance better. There was an update during the summer to DirectX 9.0b.
