Bug Universal translator

The option to research this was not given to me upon starting a new game. Both restarting the game via a save, and by restarting the entire program changed nothing....unfortunately without thinking I uninstalled it and am now reinstalling...But in case anyone else has noticed this?

Alright, I did find a problem however...

I select "cultural trade" for the second time? Now once it is selected and I exit the menu, for some reason it goes back up to the top of the menu onto "hyperspace" and no research is done...

I checked the tech file "GCTech.TECH" and now find that "UniversalTranslator requires "NanoElectronics". Was this an accident or is there some rationale to such a radical change in the tech tree?
