Economic sliders acting weird...

I've noticed something as I've been playing this games, and it finally got to me:
The economic sliders act in a nigh-random fashion. In my past few games, I can usually find a "sweet spot" in my taxation, where for some reason 30% tax gives me X income, 32% gives me X+2, and 31% gives me X+10. That's just wacky.
I've noticed something similar on spending, too....
It's almost like there's a linear function denoting cost/income with a random modifier of +/- 5%.
Weird. I'm not sure if I'm just misreading a UI bug or whether it's just the touchiness of those sliders is confusing me.
