The problem with 3 forms should be reasonably obvious. Unless he was given a 5th slot for spells, you would either end up with 2 buttons wasted on shifts at all times (that's 2 attacks per form. Bleh.), or he would have to shift through one form to get through another. This means that if the cycle was lion->bear->wolf, and you wanted to go from lion to wolf, you'd waste time in bear form. Gross. Even if he was given a 5th key, this would mean that his attacks would be spread out amoungst his three forms, meaning he would spend a LOT of time shifting.
Also, if you didn't put his shifts into a cycle, he would have 2 abilities per form, times three forms, equalling six activated abilities. That's the same amount of actives as TB, who has only 2 forms he needs to switch between.
Finally, the skill point distribution would be rough at best. Unless every build excluded an entire tree, or there was a low amount of skillpoints per ability, he would end up with abilities that were plentiful, but ultimately worthless.
While entering a Lycanthrope type character is interesting, I think that in order to actually be playable in the game this character would require some major reworking. Sorry mate.
