This mod wouldnt be fun for me, but it is fun for him, apparently.
Again what is so fun about imbalancing characters. You say fun but I asked what was fun about it and yet I get no answer thus my why has not been answered.
Actually it seems you have not got the point what modding is. Many people only do mods for themself. They do what is fun for
them and coincidentally often other people find this also a good idea. Then it becomes a famous mod but usually this is not the importannt point in modding. You can see this as in many games even very popular mods have dropped by their creators when they personally lost interest. Often people start modding with some small mod to get used to it and then make better things as their skills grow. When they are disencouraged very early there is a good chance that they will lose interest and leave the community.
Then there is an other point you probably not thought at. If something has been done it could be used for other mods. For example if the TS would make his mod and manage it to add some buttons to the interface to add new skills then others could use this knowledge for their own mods too. Maybe someone has a good idea what to use such buttons for. For example a mod could be made where every demigod gets some "joker-skills". This means he can use them only one time in the whole game. Something like "The next item you buy only cost half the gold", "Take control of and make an enemy Demigod to your minion for 10 seconds", "the next creep wave will be supported by Oculus twin brother who will fight for your team until death", ... 
There would be many ideas how some fun mods could be made. The problem is there need to be some people who have the time and skills to do it. Here at least someone seems to have the time which is a good start.
