You can create WindowBlind skins with SkinStudio and your preferred graphics program.

Several of the other apps also have skinning engines.  You'll need something like Photoshop, or gimp, etc. to make your graphics.

You can make icons with IconPackager. Make Cursors with CursorFX.

Deskscapes comes with a dream maker.

Etc, etc.
