Using Sedna I chose Saam-el's Cloak as a favor item which is supposed to limit slows to -25% and gives a +5% speed increase. I took one rank of her +5% speed increase.
Sedna has a 6.0 base movement speed and with +5% from favor item and +5% from skill she has 6.6 movement speed.
After getting debuffed by a couple players though I was dropped to 4.5 movement speed which is 25% lower than my *base* movement speed, not 25% of my buffed movement speed (which would have been 6.6 - 1.5 = 5.1)
