WinCustomize ForumsOk.. is C/C++ hard to learn?

I just stumbled apon thsi whole 'customizing windows' thing and I had a question. Whenversio 3 comes out, and where it says you can program things like 'widgets' and'gadgets', do you have to know C/C++ or any other language? I know HTML, Actionscript, and PHP ver well, so if it's anything like those that it should be no problem. Thanks!
