No, creativity has nothing to do with anomolies. From what I can tell, there are occasional random events that are technology related and creativity either ups your chance of having them happen (which sounds more like luck) or enables you have them in the first place. For example, in a previous game I had a random event which said something about "Forget hyperdrive, we've invented something better. All ships gain 50% movement".

I've mentioned the same thing happening to me, although for me it was all the AIs choosing Missiles for 10 games in a row. I think what's happening is the first guy to research a weapon tech trades it to everyone else and then they decide to focus on that branch since it's their highest level.
That tactic really seems like a bug to me.
Edit: Replyed to wrong post
That was my first guess but when I went to the civilization manager there was new entry for "Interest Rate" seperate from Economy.
If they're only supposed to boost stats you already have a 1 in already, they're not working correctly. Currently as long as you have a 1 in any attack you get boosts to all three, and likewise for defense. So if you have a starbase that gives +1/+1/+1 A and +1/+1/+1 D, then your ship that is 1/0/0 1/0/0 will be a 2/1/1 2/1/1 while in range. That seems broken to me and I should only have a 2/0/0 2/0/0 ship. As it currently stands, it's very easy to build ships
After a dozen or so games, I had a random event popup that altered the "interest rate" for my civ. I haven't been able to find out anything about this bonus/penalty. Anyone have any ideas?
Maybe it's just me, but it seems everytime I play, the AI goes the Missile route almost exclusively. I'm to the point where I don't even bother checking what they're ships have before designing my own because I know I only need missile defense. Note that is is playing on Intelligent. This happen to anybody else?
