You wont need that much of movement speed as penitence already debuffs your oponents speed for quite a bit

MY main concern here with dead ward is mana management. Early mid game i find it hard to have enough mana and mana regen to mainain penitence + shield + dead ward, but with an earlier Vlemish faceguard it can be an option yes.
