A console game has one set of hardware to deal with across the board. With a PC you have such a wide variety of OS's, video cards, drivers etc etc that the game has to run on.

It definately shouldn't take you that long to build ships. I recommend checking out the Databanks link to the left and reading the basic strategy guide and game play examples sections. I'm not sure what brings the few default designs in there but you are much better off just designing your own ship to take advantage of your techs. If you aren't worried about looks it only takes a couple mins. Grab your hull, skip to engine throw your best engine on there (more if you feel the need for better speed), then pick weaps/armor (up to ship capacity) and optionally any additional components you might want then save the design as something.
